The barriers that impede educational success in the k-12 educational system (and higher) are as follows:

  • Housing issues
  • Poverty rate (We can measure this based on free and reduced lunch)
  • Parents often do not know what the right classes their kids should take that lead to higher education (How do we get this information to families, and then get them to do something about it)
  • Lack of summer educational opportunities
  • K readiness
  • Low 3rd grade reading levels
  • 8th grade math/reading
  • ACT/SAT scores
  • College education attainment or access
  • Digital divide
  • Social skills
  • Social/emotional wellbeing
  • Violence
  • Lack of participation in AP classes
  • Financial aid
  • Lack of recruitment (to proper HS classes, AP, for example, and colleges)

Measurable ways to recognize the condition of these barriers:

  • Percentage of Proficiency by Race/Ethnicity (from Equity Profile)
  • DCSD Staff/Student Race/Ethnicity by Percentage (from Equity Profile)
  • Enrollment Percentage by Race/Ethnicity (from Equity Profile)
  • Dropout Rates by DCSD Subgroup (from Equity Profile)
  • Graduation Rates by DCSD Subgroup (from Equity Profile)
  • Perhaps for local 2 and 4-year institutions the College Scorecard, https://collegescorecard.ed.gov/ , could provide the indicators... Such as “Graduation and Retention” and “Student Body” demographics

Strategy
  • After we have analyzed the data, we will look backwards from graduation to birth so we can identify the specific barriers. Diagnose the current system.
  • Find out why students are dropping out of school.
  • Consider a survey to see what students are doing during their summer months. Are they engaging in summer learning opportunities? (Anything educational that accelerates a person educationally--includes volunteer, adult, youth, etc.) Consider the Iowa Youth Survey (grades 6, 8, 11th).


Action Plan
  • As we begin to examine this strategy, we will make sure we have the correct data. We need to consider the following: changing schools, arrest rates, drop out rates, behavior, staff ratios and find the story behind the curve. For example, what's the story behind the drop out rates?

We aren't sure that engagement has been measured as of yet. We might be able to pull info from the IA Youth Survey. (Tracks grades 6, 8, 11. There is a gallop poll that measures hope and engagement, and there might be some useful information in that.


We want to track anything educational that accelerates an individual: volunteering, youth or adult, etc.

  • Summer opportunities: 5 years ago a group conducted a survey to find out what kids were doing in the summer. We need to find out who conducted the survey, and what population was reached.
  • Determine if there is a way to measure engagement from one year to the next...that is, how many students are enrolling in available programs?
  • We can pull data from the IA Youth Survey. There is also a gallop pole which measures hope and engagement.

  • Not having internet access can hurt the kids from excelling
  • Those that don’t have access outside of the classroom get one shot in class
  • Students must have Internet access because of where education is going
    • One to one means we buy everyone a computer, or if we say bring your own, then the schools will need to provide one for those that don't have any. This gets to a different level of support that our schools don't provide.

  • The school district offers free ipads with Internet access. Find ways to get the word out.
  • The public library is in the middle of constructing a Maker Space, which will offer free technology. It should be finished by August.

Systems change leads to change in cultural norms. Even those who don't think there are educational barriers in place, if they have to change because of the system, they will come to see how they fit into the existing barriers.

Inc Dbq and the community need to work on building trust across racial barriers.

How do you make families value education if it isn't part of their lives, and how do you make the system help build trust?

Families have to care, but there are families who care and still can't bridge the barriers. They don't know how to negotiate the system.
