Story Behind the Curve

Parents as Teachers continues to see an increase in requests and referrals for their services.  Beginning in FY 19, Parents as Teachers will be funded through the county-wide E-SMART SAMSHA grant, allowing expanded capacity for the program.  E-SMART is providing an early childhood mental health system of care.

Partners include Carroll County Public Schools, Youth Service Bureau, Department of Social Services and Human Services Program.

What Works

Parents receive monthly home visits with a PAT educator and can also attend play groups with their children.  Parents learn important developmental information, as well new methods of engaging and parenting young children.  Families with intensive needs may initially receive more than one visit per month.  Children are also assessed for educational and developmental concerns and are connected to resources if needed.  Parents are also connected to community resources such as food, clothing and housing services.

This measure is determined by the number of parents who enroll in Parents as Teachers.  Due to a reduction in funding as well as transfer of funding in FY 19, fewer families enrolled in Catholic Charities Head Start as the agency was phasing out Parents as Teachers.
