Story Behind the Curve

The data trend for this measure is trending downward due to Parents as Teachers received  a reduction in funding in FY 18.  Funding for Parents as Teachers is being shifted to the new E-SMART grant that was awarded to Carroll County.  The E-SMART grant is provding a comprehensive system of care for early  childhood mental health ( birth - 8) throughout Carroll County.

Partners include Carroll County Public Schools, Youth Service Bureau, Catholic Charities Head Start and Human Services Program.

What Works

Children are assessed for educational, developmental, health and hearing delays through monthly home visits. Parents are able to interact with their children in their own home environment and does not require that a parent have transportation in order to participate.  Parents are connected to community resources based on their childrens' needs, as well resources including food, clothing and housing services.  Parents as Teachers is based on the premise that parents are a child's most influential important teacher.
