Story Behind the Curve
The number of children identified for early intervention is trending downward due to the decrease in the number of families served in FY 18. Parents as Teachers is shifting it's funding to the new E-SMART grant, which is providing an early childhood mental heatlh system of care for children 0-8 throughout Carroll County. In FY 18 Parents as Teachers had reduced funding through the LMB as part of the transition. Fewer children were served, therefore fewer children were identified for early intervention. However, those children who are identified are presenting with more significant needs than in years past. In FY 19 Parents as Teachers will have increased capacity to serve more families and children and will be able to refer these families to services directly through the E-SMART grant.

What Works
The ASQ-3 is a series of 21 parent-completed questionnaires designed to screen the developmental performance of children in the areas of communication, gross motor skills, fine motor skills, problem solving, and personal-social skills. The age-appropriate questionnaire is completed by the parent or caregiver. Parents are also given the opportunity to discuss any developmental concerns that may not be recorded by the ASQ. Addressing these developmental issues veryyoung children leads to greater opportunities for early intervention services.

Data Discussion
Data is collected through the Ages and Stages Questionnaire, which is administered to each child as they progress in age and development. A cut-off score is pre-determined and any child that scores above that threshold is referred for additional testing/screening or services.
