Story Behind the Curve
The clients that requested services from the City of Salisbury often have the most barriers, (ie evictions, criminal history, lack of income, lack of employment, literal homelessness, and/or serious mental health illness), which requires more intensive service for them to be successful. Due to these barriers, engagement with this population requires frequent contacts and encouragement. While the "traditional" model of resource navigation lends itself to quick referrals to the appropriate agency, the complex barriers of the clients lends itself to complex solutions to address them. The balance between having a full "open door" policy for providing services to anyone requesting services, without prerequisites, and providing a high intensity of services is difficult to manage, so the vendor reduced the number of clients served, in an attempt to provide more intense services.
