Early intervention services including parent education have been the backbone for Parents as Teachers through the Local Management Board since 2007.  During this time, Parents as Teachers staff have served hundreds of children and families throughout Carroll County, preparing children to enter school, providng parenting education and home visits, and ensuring families are connected to community resources.  Beginning in FY 19, funding for Parents as Tachers is shifting to the county's E-SMART grant, which is providing a comprehensive early childhood mental health sytem of care for children age 0-8.

• There are no actions plans for the Parents as Teachers programs.  Starting in FY 19, the Parents as Teachers programs are funded through the SAMSHA system of care grant awareded to Carroll County.  The grant provides funding to develop an early childhood mental health system of care for children 0-8 years old. 

PAT is a parent education and support program for families with children prenatal through age five.  PAT includes home visits, developmental screenings, group meetings and referrals to community resources.

Parents with children prenatal through age five that receive services from HeadStart, HSP Family Center, and CCPS Judy Center.  Childcare providers can also receive PAT visits through the CC Public Library Home Visitor.  For more complex cases, families and PAT educators also are able to receive mental health consultations through the Carroll County Youth Service Burea.
