Who We Serve

While the Developmental Asset framework is designed to increase the number of Assets in all youth birth through 18 years, as well as support all adults in increasing Assets in the youth they know, the HC • HY: GC initiative will target minor children affected by incarceration.

 

Who We Serve

Specifically, minor children that attend Partners After School programs and who are impacted by parental incarceration, as well as minor children (of incarcerated parents) that attend events sponsored by the Garrett County Health Department’s Community Planning Groups are target clients. (Community Planning Groups are made up of volunteers from Garrett County communities. Their purpose is to plan and implement community-based, free or low-cost family activities that incorporate a healthy message. There are six such groups in the county.) Because all youth gain from Developmental Assets, the benefit of the initiative goes beyond the target population to include any youth that attend or participate in Partners After School programs and community activities where Developmental Assets are an intentional focus.

Healthy Communities • Healthy Youth ™  : Garrett County provides Developmental Asset education and support to increase the number, frequency, and quality of the assets Garrett County youth experience in all sectors of their lives. The initiative is intended to develop a community in an intentional way so that all youth will possess 21 or more Developmental Assets. Studies of more than 5 million young people across the United States (as well as studies in other countries) consistently show that the more Developmental Assets young people have, the more likely they are to be prepared for life and the less likely they are to engage in a wide range of high-risk behaviors.

Related to the Governor’s Strategic Goal to “impact parental incarceration on children, youth, families, and communities,” promoting Developmental Assets can impact the results/indicators related to Communities are Safe for Children and Families. The more Developmental Assets that youth report, the less likely they are to be involved in violent behaviors, to be involved in anti-social behaviors, and to report using illicit drugs.
