Program Summary
Children in Need of Supervision (CINS) prevention serves elementary-age and middle school youth that have been identified as exhibiting disruptive behavior or presenting behaviors such as acting out or withdrawing at home, in school, or in the community. The focus of the program is to intervene early when the identified issues are more amenable to intervention. The program promotes parent engagement in their child’s education, which in turn increases improved family functioning and school attendance through wrap around services. The program will also look to focus on serving youth that have been impacted by incarceration due to one or both parents’ incarceration or history of incarceration.
Target Population
Services are provided at elementary and middle schools, with special emphasis in Havre de Grace, Edgewood and Aberdeen where the truancy percentage is almost equal or higher than the county and the state. Students will be referred Harford County Public Schools, Department of Social Services, Department of Juvenile Services, Office of Mental Health, the Health Department and other local agencies. Families can also self-refer. A target population for the EMBRACE program will be non-native English speaking students and families.
