Referrals for in home theraputic services for at risk expectant and new moms sent to TCYSB through Calvert County Public Schools Healthy Famiies and Parents as Teachers Program, as well as, the Calvert County Health Department's Maternal and Child Health Healthy Beginnings Program. 

What Works

Trauma-Based Cognitive Behavioral Therapy is the preferred treatment modality for this program. Services are offered in-home to complement the Healthy Families and Parents as Teachers Home Visiting Programs. Services can also be provided in other non-traditional settings, such as the library or at the Health Department when other appointments are scheduled, to reduce barriers to transportation and the need for childcare.  

Program Summary

The Home Visiting Hybrid (HVH) for High Risk Moms is a new program in FY 18. TCYSB is to provide targeted outreach, and mental health assessments and counseling in a home visiting format to expectant and new moms that are substance using, homeless, or disconnected youth that have not enrolled in insurance or prenatal care, with a particular focus on addressing racial disparities. These services are provided by a part-time Mental Health Counselor and a Part-Time Seasonal Outreach Worker. This portion of the HVH program never officially launched in FY 18. Several attempts to work with TCYSB to hire staff and engage staff with program partners were unsuccessful. Due to overall program failure, the CCFN Board voted to terminate the contract effective May 30, 2018. In FY 19, therapeutic home visiting services will be provided by Calvert County Health Department's Behavioral Health Division. Behavioral Health is CARF accredited and is a more natural fit for this type of services, as the office currently works closely with the Healthy Beginnings program staff and participants. The Home Visiting Hybrid's wraparound services at Tri-County Youth Services Bureau provides in-home maternal depression screening and behavioral health counseling for high-risk expectant or new moms.

Data Discussion

There is no data listed for the How Well measure: #/% of moms screened for post-partum depression within 3 months of the birth, as post-partum depression is not a DSM diagnosis. This performance measure will be updated in FY 2019.
