The Legacy Program (Cecil County FY18 and Beyond) Annual

Program Summary

The proposed Legacy Program is built on a two-part, systematic approach to preparing young people with life-skills and then connecting them with pre-employment preparation and work opportunities.

Target Population

16-24 year-old young adults who are unemployed and not enrolled in school

Data Discussion

This program is difficult to track in the simple Data Report.  It is a cyclical program with students we carry for 2 years.  Some students pick up the skills the first year, some enter too late in the first year and pick up other skills the second year.  We allow students to enroll through March.  We do not want to leave anyone behind or out. They work as a group and individually. If one LifeSkills class is missed, we meet and do the lesson individually during case management time - if they miss more than a class or two, they wait until the next cycle of LifeSkills classes.  This is true for all components.  We make an effort to be inclusive and have the students feel they are a part of a group and ask them to work on accountability with each other. 

Clear Impact notes to program: Need denominator for all measures (DEN: # of students completing pre and post test) for HFY2 to calculate how well measures  How well 17/17 demonstrated improvement in Transition LifeSkills.

Program response: Again, some students had taken this and were measured last year.  Some entered the program too late to be counted in this number.  This is the number who had completed all of LifeSkills at year end. 11/13 students showed an increase in Conflict Resolution knowledge.  Same story here, some students entered the program too late to be counted in CR or had been counted in last years number. These are the number or students who required this aspect of the program in FY19 and had the time to complete it. If they entered too late to get it completed, they will be reported in FY20.

Clear Impact notes to program: for the first better off measure, i’m calculating 75 for the HFY2 numbers by adding up the numbers broken down by month, but the total shows only 21/30 - need correct numerator for HFY2 

Program response: For this measure, each month the current number of students actively attending ABE/GED classes is noted.  So each month is the correct number of students who are actively participating in the Cecil College classes.  This number should not be added up across the line. There were 30 students eligible for classes at Cecil College (due to Federal age restrictions) and by year end 21 were actively engaged.

Clear Impact notes to program: I have the denominator for both better off measure being the how much measure (as noted in your NUM/DEN identification document- attached), but the numbers don’t match (HM= 22; Better off measures show 21/30 and 9/12) 

Program response: This is where it's difficult to use these reports for data.  There were a total of 37 youth ACTIVE in the program at year end. 22 in their first year, 15 were second year students.  Not all clients get all of the requirements fully completed by year end, depending on WHEN they entered the program.  We continue to add clients through-out the year.  Also, we have clients who lose engagement for multiple reasons through-out the year.  Therefore, we have clients in different cycles in the program.  This cannot be fully measured in a year end report.  So by June - year end -- 22 clients completed core requirements.  Some of these clients were part of the previous years cohort, so their LifeSkills numbers were included in last year's reporting.  That is why 21/30 (those were the clients eligible to attend ABE/GED classes based on age - we have 16/17 year olds in the program per grant requirements). 12 clients attended NRFCC which was 48 hours and 9 PASSED the final certification test.  Many clients were working or attending school during the 48 hours of NRFCC.

Clear Impact notes to program: need to know what the denominator is for better off measures if it is not going to be the how much measure so i can add it to the scorecard for calculations, then i need data.
