Homeless Youth Street Outreach and Mentoring (Anne Arundel FY18) - Annual

Program Summary

Using the Federal Government’s Unaccompanied Youth Intervention model (2012) and the Next Step screening tool, the program will seek to reach and engage unaccompanied homeless youth in North County.  The outreach will include weekly basic survival needs provided through mobile services vehicles that provide showers, clothing and food. The coordinator will make referrals to our unaccompanied homeless youth navigator for specific services and will supply transportation to access these services. After screening, those with most risk factors will be referred for mentoring up to a max of 15 youths.

Story Behind the Curve

This program had a major staffing change mid-year that was unexpected. The new staff managed to keep things moving and was able to get the mentoring cohort up and running, but there was a bit of miscommunication about when the assessment should be conducted - beginning and then again later during the service relationship - for reporting purposes. This cohort of unaccompanied homeless youth were surveyed only at the beginning and were not surveyed before the close of the fiscal year so as you might imagine their scores at entry were - as anticipated - quite low. We've met with staff to ensure this process is clear for the current fiscal year so that these measures can better articulate the benefit of the program and services.

What Works
  • Working with community partners like the local library to find pockets in the community where unaccompanied homeless youth are likely to be found
  • Using mobile van with showers & pantry to provide instant service to youth who are often distrustful of service systems to show an immediate ability to meet their needs
  • A mix of experienced outreach staff with younger outreach workers who are closer to peers with UHY - particularly those with lived experience who can better relate to the needs and circumstances of the youth they are seeking to engage with
  • Leveraging partnership with Junior League to provide strong mentoring relationships for youth enrolled in the cohort
  • Partnership with Systems of Care to ensure basic needs for the youth are met
  • Coordinating services with other programs serving UHY to ensure broad reach, deep level of service provision, and reduction in overlap in service
     
Action Plan
  • Working with staff and program manager to ensure consistent delivery (particularly with respect to timing) of the assessment
  • Working with staff and program manager to ensure proper recording of assessment scores for reporting purposes
  • Potentially building program into ETO data platform to ensure consistent tracking and allow Compliance Director to better monitor data collection

Data is currently manually collected in excel. Exploring incorporating program into ETO for more fidelity in data collection and reporting.
